WIPO Treaty for the Blind and Article A1

Content

Council's National Executive Director, Mr Jace Nair, recently wrote about a matter that lies very close to his heart; access for visually impaired people to reading material. Please click here to download the letter that Mr Nair wrote in his capacity as President African Union of the Blind (AFUB) stating his concerns and views regarding the current draft of the international treaty at the World Intellectual Property Organisation (WIPO).

He says the following about this statement: "The main thing that should come out of this is that no limitation or exception or fair access (fair use/fair dealing) should be restricted by a DRM/TPM and that if there is one in place, then for purposes of legitimate use (e.g. to enable text to speech software to work, exercise fair use/fair dealing rights), the rightsholder should provide the 'key' or 'code' to circumvent the DRM/TPM to enable access.

For libraries, the rightsholder should allow libraries to circumvent the DRM/TPM for legitimate use (e.g. browsing for the purposes of finding information or purchasing e-resources, fair use/fair dealng access, etc). This should be a standard requirement so that access is not unnecessarily restricted or delayed because permission has to be obtained. It should be an unrestricted course of action for legitimate use."

Mr Nair added that Council and AFUB also endorses a statement by the World Blind Union (WBU) regarding WIPO infomercials. Click here to download the WBU's statement.

It is with great sadness that the South African National Council for the Blind marks the passing of our Chairperson, Advocate Gabriel Lucky Modibedi Bokaba (1962-2013).

Advocate Bokaba had strong ties within the legal and political fraternities and, being blind himself, was well-known for championing the cause of persons with visual impairments in South Africa. Born in Johannesburg, he attended Bosele School for the Blind, followed by Mamelodi Technical College. He then studied at the University of the North and then went to the University of Witwatersrand. He was admitted as an advocate to the Gauteng North High Court.

A memorial service will be held on Wednesday 20th March at 1:00pm at Optima Hall at the SA National Council for the Blind’s head office in Pretoria.
He will be buried at Rankotea close to Brits on Saturday 23 March. The funeral will start at 7:00am.

We pass our deepest condolences on to his family.

Monday 3 December was International Day for Persons with Disabilities. We marked the day with a Christmas party at Pathways Pretoria, a school for children with various mental and physical disabilities.

The children could hardly contain their excitement on the arrival of another very special visitor – a blind Santa Claus who told us tales of how he travels all around the world in his sleigh to deliver gifts to kids who have been good that year.

Because of the generosity of our friends and supporters, who donated toys for the children, Santa was able to give each child a gift.

The children sang us this song to say thank you (click link), and we would like to say thank you to all of you who contributed to make this a special day for them.

We wish you and your loved ones a blessed festive season.

We’re hoping to all give back something really special this festive season. On 3 December 2012 – the International Day of Persons with Disabilities, we’ll be having a Christmas party at Pathways Pretoria. This is a home for children and adults with severe physical and mental disabilities.

We’ll have a blind Santa, who’ll be giving out gifts to the children and we’ll take along some snacks. We’d really like to ask if any of you are in the Pretoria area, if you can please donate toys to this cause and we’ll make sure the kids get it. We’d like to request that you don’t wrap up the gifts so that we can ensure that toys are appropriate to the child’s needs.

If you aren’t based in Gauteng and still want to contribute to us giving these amazing kids a wonderful year-end, you could purchase a gift at an online store (or a national retail outlet with an online store facility (for example (but not limited to: Kalahari.com, Loot.co.za, Takealot.com, Reggies etc) and list our physical address of 514 White Street, Baileys Muckleneuk, Pretoria 0181 as the delivery address.Picture of mistletoe

At this time of year, we recognise that all children with disabilities deserve some cheering up and we hope that we can count on you to help, share and get others on board to assist in this wonderful venture too.

We have received exciting news; the National Executive Director of the SA National Council for the Blind, Mr. Jace Nair, has not only been elected as the Regional Chairperson of the African Union of the Blind (AFUB) Southern African Region, but also as the President of the African Union of the Blind!

Mr. Nair was elected during the AFUB General Assembly, which forms part of the joint World Blind Union (WBU)/ International Council for Education of People with Visual Impairment (ICEVI) General Assemblies currently taking place in Bangkok, Thailand.

AFUB is an umbrella organisation for 57 member organisations in 51 African countries, and forms part of the WBU. Its vision is:

“A continent where blind and partially sighted persons enjoy equal rights, social inclusion and full participation in development”, an its mission:

“To strengthen member organisations and create unity of purpose among them, through capacity building and advocacy, in partnership with governments, international agencies and other stakeholders”.

Mr. Nair said he was honoured to have been elected and that he was hoping to take the African Union of the Blind to new heights, making it a beacon of light for all visually impaired Africans. He is planning on working towards the fulfilment of AFUB’s vision to empower all visually impaired persons in Africa, through continuous endeavours to struggle for equality, and full inclusion and participation in development.

We congratulate Mr. Nair on his election and wish him all the best in his new role as President of AFUB.

Mandela Series Notes Launched

Content

Content:

New South African Banknotes featuring the image of former President Nelson Mandela were officially launched on Tuesday, 6 November 2012. The image of Nelson Mandela appears on the front of the new notes, with the existing images of the respective "Big Five" animals remaining on the back of the notes, depending on the denomination.

The SA National Council for the Blind was fully consulted by the South African Reserve Bank during the development process, with comments and suggestions from the visually impaired community were taken into consideration in the creation of the banknotes.

On 19 October 2012 representatives of the Reserve Bank conducted a workshop with some of our members, aimed at gathering comments from - and at providing training to - visually impaired users on characteristics of the new notes. The notes were found to be accessible, and identical in size as the old notes, so it will still work accurately with the existing money sticks available in Council’s Resource Centre. The presentation given by the Reserve Bank representative can be downloaded in pdf format by clicking here, or in plain text format by clicking here.

Some features of the bank notes which will make them easily identifiable for visually impaired users include raised printing of the denomination numeral, the main motif (image of Nelson Mandela), the words “South African Reserve Bank”, the coat of arms and the animal motif on the back. There are also raised lines on the bottom left and right hand sides on the front of the new banknote, according to the denomination; R10 have 1 stroke, R20 have 2 strokes, R50 have 3 strokes, R100 have 4 strokes and R200 have 5 strokes.
